Paris Street Food Booths: From Leasing Procedure to Real Listings
In our last post we introduced Paris street food booths as an option — this time we go one step further. Based on information confirmed directly with a City of Paris official, here's what the actual leasing process looks like, how booths get selected, and exactly where currently available booths are located.
1. Leasing Procedure — Selection Method and Term
The City of Paris offers private operators spots for mobile vending booths (ready-to-cook and similar quick food) in parks, squares, and tourist areas, and these booths are awarded through open competition.
- Call for applications — when a booth spot opens up, an "appel à propositions" (call for proposals) is published
- Application process — interested operators submit a project proposal, which is reviewed and approved
- Long-term occupancy — occupying a spot for more than 4 months requires a proposal evaluation
- Short-term lease (under 4 months) — possible through a simplified application process
Leases generally run for a maximum of 3 years, with no automatic renewal — operators must re-apply through a new call for proposals. In other words, permanent leases don't exist, and an operator who wants to keep running the same spot has to compete again every time.
2. Selection Criteria
Selection is based mainly on a qualitative evaluation of the proposed operation, not the highest bid.
- Service quality and fit with the surroundings — the booth's appearance and how well it fits the area
- Product quality and sustainability — food quality, use of eco-friendly ingredients
- Fair pricing — whether pricing aimed at tourists is reasonable
- Environmental and social responsibility — carbon emissions, waste management, community contribution
There's a cap preventing any single person from holding multiple booths.
Selected operators sign a temporary public-space occupancy agreement (Convention d'occupation temporaire) with the City of Paris and pay an occupancy fee (rent).
3. Official Permit Types and Legal Conditions
Any commercial activity on public space in Paris requires a temporary occupation permit (AOT, Autorisation d'Occupation Temporaire). Operating without one can carry a fine of up to €1,500.
- Permis de stationnement — for mobile vehicles/carts not fixed to the ground (mostly food trucks)
- Permis de voirie — for kiosk-type structures with a fixed ground footprint
Most ready-to-cook food booths fall under the "parking-type" permit, subject to the same general rules as street vendors and terraces.
4. Approved Locations and Space Restrictions
- Limited to pre-designated approved locations (parks, gardens, near tourist sites, etc.)
- Size and placement are restricted so pedestrian flow and sightlines aren't blocked
- Operating hours are specified per booth, generally between 7am and 10pm
Operating outside approved hours is illegal, and weekday/weekend conditions are listed separately.
5. Eligibility and Hygiene Requirements
Required registration and documents
- Business registration certificate (Kbis extract)
- Mobile vendor certificate (Carte de commerçant ambulant)
- Food hygiene training certificate (Attestation en hygiène alimentaire)
- Business liability insurance certificate
- Vehicle Crit'Air emissions certificate (for food trucks)
Food storage temperature, hygiene equipment, and cleanliness are all subject to unannounced inspections.
6. Operating Rules and Obligations
- No blocking foot traffic — display stands and customer lines can't obstruct pedestrian flow
- Noise/odor limits — environmental impact from cooking must be minimized
- Cleanliness and waste disposal — all trash must be fully collected
- Cleaning fee — e.g. an extra €1.24/m² cleaning charge on Sundays
- Only approved fixtures allowed — permanent ground fixtures, outdoor heaters, etc. are prohibited
Only mobile structures are allowed, and anything with environmental impact is strictly restricted.
7. Brokers and Excessive Fees
The City of Paris strictly prohibits broker or third-party involvement in street food booth permits. A booth permit is granted as a "direct operation" condition tied to a specific individual, and it cannot be transferred or sublet.
- The operator must run the booth themselves — leasing it out or transferring the right to someone else isn't allowed
- Violations can lead to permit revocation, removal of the booth, and even criminal charges
- The same principle applies to other permits, such as the rules governing the Seine's bouquinistes (secondhand booksellers)

A 2018 regulatory revision closed off ways to turn permits into a tradeable asset, capped how many booths one person can hold, and made proposal evaluation more transparent to prevent favoritism. To date, no confirmed cases of broker-driven improper deals have appeared in official City of Paris documents or major media coverage — subletting or transferring a permit is legally void, and a permit is revoked immediately if this is discovered.
8. Current Status as of 2025
Scale and Locations
As of 2025, dozens of street vending booths operate under the City of Paris's jurisdiction. In 2023, the city ran a new call for 76 spots covering food, flowers/souvenirs, bike repair, and amusement stands, on 3-year terms. Major locations include Champ de Mars near the Eiffel Tower, Montmartre hill, Place de la Concorde and Place des Invalides, the banks of the Seine, areas around major train stations, and busy metro exits.
