왜 20%가 아닌가

프랑스 표준 부가세율은 20%입니다. 그래서 "20%를 돌려받는다"고 적힌 안내가 많습니다. 그런데 그건 불가능합니다. 이유가 둘입니다.

수학적으로 최대 16.67%입니다

부가세는 원가 위에 붙습니다. 원가가 100유로면 세금 20유로가 더해져 결제액은 120유로가 됩니다.

그럼 제가 낸 120유로 중 세금은 20유로입니다. 20 나누기 120은 16.67%입니다.

원가 100 + 세금 20 = 결제 120
세금 20 ÷ 결제 120 = 16.67%

그래서 결제액 대비 환급은 어떤 경우에도 16.67%를 넘을 수 없습니다. 20%는 원가 기준 숫자이지 내가 낸 돈 기준이 아닙니다.

대행사가 수수료를 뗍니다

환급은 대행사를 거칩니다. 그리고 이들이 환급 가능액의 4분의 1 정도를 수수료로 가져갑니다.

그래서 실제로 손에 들어오는 것은 결제액의 10%대이고, 흔히 12% 안팎입니다. 어느 대행사가 처리했는지, 현금으로 받는지 카드로 받는지에 따라 달라집니다.

간혹 "최대 17%까지 받는다"고 적힌 글이 있는데, 그건 부가세율이 프랑스보다 높은 나라까지 뭉뚱그린 숫자입니다. 프랑스에서는 위의 16.67%가 천장이라 그보다 더 받을 수 없습니다.

정리하면 결제액의 12% 안팎을 기준으로 잡으시면 됩니다. 20%로 계산해 두면 공항에서 실망하십니다.

기준은 100유로입니다

같은 매장에서 같은 날, 세금 포함 100유로를 넘어야 환급을 받을 수 있습니다. 2021년 1월 1일부터 적용된 기준이고, 그 전에는 175유로였습니다.

아직 175유로로 적힌 글이 많습니다

그 숫자를 믿고 "어차피 못 채우겠네" 하고 포기하면 받을 수 있는 환급을 놓칩니다. 특히 약국처럼 단가가 낮은 곳에서 이 차이가 큽니다.

조건

• 상시 거주지가 EU 비회원국인 여행자. 국적이 아니라 거주지 기준입니다.
• 같은 매장에서 세금 포함 100유로 초과
• 구매는 최대 3일에 걸쳐, 같은 브랜드 또는 브랜드 그룹에서

참고로 현금 환급 한도는 2021년에 1,000유로에서 3,000유로로 올랐습니다.

이 계산기의 한계

• 표준세율 20% 기준으로 계산합니다. 프랑스에는 품목에 따라 낮은 세율이 적용되는 것도 있지만, 여행자가 면세받는 물건은 대부분 표준세율 대상입니다.
• 대행사와 수령 방식에 따라 실수령이 달라집니다. 그래서 하나의 숫자가 아니라 범위로 보여드립니다.
• 환율은 직접 넣으셔야 합니다. 여기에 환율을 박아두면 금방 낡습니다. 오늘 환율을 넣으시면 원화로 환산해 드립니다.

Why It Isn't 20%

The standard French VAT rate is 20%, which is why so much advice says you get 20% back. That isn't possible. For two reasons.

The mathematical ceiling is 16.67%

VAT is added on top of the net price. A net price of 100 euros plus 20 euros of tax means you pay 120.

Of that 120, the tax is 20. 20 divided by 120 is 16.67%.

net 100 + tax 20 = paid 120
tax 20 ÷ paid 120 = 16.67%

So a refund can never exceed 16.67% of what you paid. The 20% figure is measured against the net price, not against your receipt.

The operator takes a commission

Refunds go through an operator, and they keep roughly a quarter of the reclaimable amount.

Which leaves something in the low-to-mid teens as a percentage of what you paid, commonly about 12%. It depends which operator processed the form and whether you took cash or a card refund.

You will sometimes read that refunds reach 17%. That figure lumps in countries whose VAT rate is higher than France's. Here, the 16.67% above is the ceiling, and nothing gets past it.

In short, budget on about 12% of what you spend. Plan around 20% and the airport will disappoint you.

The Threshold Is 100 Euros

You need to spend over 100 euros including tax, in the same shop on the same day. That has applied since 1 January 2021, and it used to be 175 euros.

Plenty of guidance still says 175

Believe that figure, decide you'll never reach it, and you give up a refund you were entitled to. The gap matters most somewhere like a pharmacy, where unit prices are low.

Conditions

• You must normally reside outside the EU — residence, not nationality.
• Over 100 euros including tax in the same shop.
• Purchases across a maximum of three days, in the same brand or group of brands.
• The retailer must offer tax-free shopping.
• The purchase must be of a touristic nature.

For reference, the cash refund ceiling rose from 1,000 to 3,000 euros in 2021.

What This Calculator Doesn't Do

• It assumes the standard 20% rate. France applies reduced rates to some categories, but goods visitors reclaim on are mostly standard-rated.
• Your actual refund varies by operator and payout method, which is why we show a range rather than one number.
• You supply the exchange rate. Hard-coding one here would go stale immediately.

Q. How much do I actually get back?

Usually somewhere in the low teens as a percentage of what you paid, commonly about 12%. The absolute ceiling is 16.67%. A 20% VAT rate does not mean a 20% refund. It varies by operator and payout method.

Q. If VAT is 20%, why can't I get 20% back?

Because VAT is added on top of the net price. Pay 120 for something with a net price of 100, and the tax is 20 — which is 20÷120, or 16.67% of what you handed over. Take the operator's commission out of that and you land near 12%.

Q. What's the minimum spend?

Over 100 euros including tax, in the same shop on the same day. That has applied since 1 January 2021, down from 175 euros.

Q. Can I combine receipts from different shops?

As a rule it's per shop. Within the same brand or group of brands, purchases across up to three days can be combined.

Q. Who is eligible?

Travellers whose usual residence is outside the EU. It goes by residence rather than nationality.

Q. Cash or card refund?

The payout method changes what you receive. Cash is immediate but sometimes carries a higher fee; card takes longer but can be on better terms. It varies by operator, so ask at the desk. The cash ceiling is 3,000 euros.
