Why It Isn't 20%

The standard French VAT rate is 20%, which is why so much advice says you get 20% back. That isn't possible. For two reasons.

The mathematical ceiling is 16.67%

VAT is added on top of the net price. A net price of 100 euros plus 20 euros of tax means you pay 120.

Of that 120, the tax is 20. 20 divided by 120 is 16.67%.

tax 20 ÷ paid 120 = 16.67%

So a refund can never exceed 16.67% of what you paid. The 20% figure is measured against the net price, not against your receipt.

The operator takes a commission

Refunds go through an operator, and they keep roughly a quarter of the reclaimable amount.

Which leaves something in the low-to-mid teens as a percentage of what you paid, commonly about 12%. It depends which operator processed the form and whether you took cash or a card refund.

You will sometimes read that refunds reach 17%. That figure lumps in countries whose VAT rate is higher than France's. Here, the 16.67% above is the ceiling, and nothing gets past it.

In short, budget on about 12% of what you spend. Plan around 20% and the airport will disappoint you.

The Threshold Is 100 Euros

You need to spend over 100 euros including tax, in the same shop on the same day. That has applied since 1 January 2021, and it used to be 175 euros.

Plenty of guidance still says 175

Believe that figure, decide you'll never reach it, and you give up a refund you were entitled to. The gap matters most somewhere like a pharmacy, where unit prices are low.

Conditions

  • You must normally reside outside the EU — residence, not nationality.
  • Over 100 euros including tax in the same shop.
  • Purchases across a maximum of three days, in the same brand or group of brands.
  • The retailer must offer tax-free shopping.
  • The purchase must be of a touristic nature.

For reference, the cash refund ceiling rose from 1,000 to 3,000 euros in 2021.
